The Price of Pollution; how XRF testing can protect people and save billions of dollars

Environmental toxicants are harmful to people, the environment and economics.  Several studies have been done to estimate the cost of these toxicants and the diseases that they cause.  Michigan is the latest to produce a report showing direct and indirect costs associated with environmental related diseases. Michigan Network for Children’s Environmental Health and the Michigan Ecology Center has produced a report that gives an estimate of environment-related childhood disease in Michigan.  You can review this report here.

This report found that four childhood environmental disorders (lead poisoning, asthma, pediatric cancer and neurodevelopmental disorders) cost Michigan on average $5.85 billion per year.  That is just the cost for these disorders, neurodevelopmental disorders include; cognitive impairment, autism and cerebral palsy. 

These costs include both direct and indirect costs; direct costs include things such as prescriptions and hospitalizations, indirect costs include such things as parental wages lost due to their children’s missed school days and loss of lifetime earnings.  The methodology used to develop these estimates was originally published by Landrigan et al. (2002).

The overall annual cost estimate for Michigan is $5.8 billion, with a range of $3.65 to $6.68 billion.

  • Lead Poisoning: $4.85 billion (range $3.2 to 4.85 billion) annually
  • Childhood Asthma: $88.4 million (range $29.5 to $103.2 million) annually
  • Pediatric Cancer: $17.3 million (range $6.9 to $34.6 million) annually
  • Neurodevelopmental Disorders: $845 million (range $423 million to $1.69 billion) annually
  • These cost estimates represent approximately 1.5% of Michigan’s Gross domestic Product every year.

    If people and businesses can learn what is in their environment, they can mitigate harm.  If you can reduce the amount of exposure you have to a particular environmental toxicant, not only can you improve your quality of life, it could be potentially economically advantageous.

    A study that I wrote earlier this year, The potential economic impact of the CPSIA, was submitted US House of Representative, House Energy Commerce Sub-Committee for Consumer Protection by the Handmade Toy Alliance as “Allowing XRF testing for CPSIA compliance could save $3.7 billion and save small businesses”  This study looked at new federal regulation, the Consumer Product Safety Improvement Act (CPSIA) and how businesses are affected by the regulations and how XRF technology can help them reduce costs in testing, getting products to market faster and creating jobs.

    If we can now combine these two visions of protecting children and saving small businesses, we are not only doing the ethical thing, were are going to be creating jobs, improving lives, while protecting children, creating jobs and saving people, businesses and government billions of dollars.

    Essco Safety Check is offering Free XRF Testing for heavy metals at Autism Day of Washington

    Warning to homeowners, renovators and contractors; beware of lead and other heavy metals in tile.

    This is a cautionary warning to homeowners, renovators and contractors about heavy metals being found in tile and understanding the potential risks.  If tile is disturbed during renovation and dust is formed, you are creating a situation that may cause harm to you, your employees or the tenants of the property you are renovating.  Make certain to contain and clean up all dust created by disturbing tile.

    On April 22, 2010 the EPAs Renovation Repair and Painting (RRP) Rule went into effect to address lead dust hazards created during renovation of properties older than 1978, this rule only applies to painted surfaces.  Tile is not considered a painted surface, but tile can possess lead and other harmful heavy metals.  If tile is disturbed during renovation, dust can be created that can be potentially harmful. 

    Renovators and contractors should be advised to use lead safe work practices if they disturb tile, unless they know what the tile is made of. 

    Recently I purchased tile from Home Depot and decided to use an X-Ray Fluorescence (XRF) Analyzer to look for heavy metals in the tile, I own and operate an environmental testing and software business, Essco Safety Check and am a certified HUD Lead Inspector and Risk Assessor.  Using an XRF analyzer I found lead and cadmium in brand new tiles sold today (June 2010).  One of the tiles showed lead over 3mg/cm2, the regulation limit for lead in paint within the RRP Rule is 1mg/cm2, the other showed cadmium over 600 parts per million, there is no regulation for cadmium in the RRP rule.

    In both cases (in the lead and cadmium tile) I suspect that the heavy metals are in the glaze or the coloring of the tile and not the ceramic.  According to the HUD Guidelines, Chapter 7, Lead-Based Paint is defined as;

    Any paint, varnish, shellac, or other coating that contains lead equal to or in excess of 1.0mg/cm2 as measured by an x-ray fluorescence analyzer or laboratory analysis or 0.5 percent by weight by laboratory analysis.

    Tile is not considered a painted surface and therefore does not meet the qualifications of lead-based paint, even though it is glazed or painted.

    In May 2010 I was contacted by a colleague who is a certified lead inspector, EPA approved renovator and general contractor for 25 years.  While performing an inspection for RRP compliance, he used his XRF analyzer on some floor tile that he was going to replace.  The test results from the XRF analyzer showed lead over 5mg/cm2, he called me to ask what to do? 

    My first question was would he disturb the tile during his renovation project, and if so, would dust be created?  He said yes.  I suggested that he use lead safe work practices, but he wanted to know the specifics of the law, so I contacted another colleague from the EPAs Region 10 to ask for help finding the specific regulation with the RRP rule and tile.  She searched on the EPAs website under the RRP FAQs and typed in “tile”, but not one response was found in the frequently asked questions page by the EPA.  What is a contractor suppose to do when they disturb tile?

    The approved testing method for the average contractor who is not a lead inspector or risk assessor and who does not have access to an XRF analyzer or inspector with such an instrument is to use approved testing “swab” kits.  These kits will not penetrate tile like a drywall painted wall.  In a sample case with tile I purchased from Home Depot, I used an XRF analyzer on the tile and found lead over the 1.0mg/cm2 but when I tested it with the approved lead “swab” testing kits, no lead was found.  How is this protecting the homeowners, renovators or contractors working on their own renovation projects?  What if there are children that live at this work site?

    As I have mentioned, the RRP Rule only applies to homes built before 1978, but I was able to find brand new tiles that have lead and cadmium.  To my knowledge and having several discussions with Washington State Officials and EPA personal, there is currently no regulation regarding heavy metals in tile.  Since tile purchased today can contain heavy metals like lead, it may be found in homes newer than 1978.

    Homeowners, renovators and contractors need to be aware that tile purchased today, or tile found in homes (of any age) may contain harmful heavy metals.  If you disturb tile and create dust, you could be creating a potential hazard.  You should make sure you contain and clean up all dust created from disturbing tile.  This is only a cautionary warning; there is no regulatory authority behind this.  I wish only to share knowledge that I have obtained by operating my environmental testing and software business, Essco Safety Check.

    Additionally, business owners and workers who disturb tile for installation in properties (i.e. bathroom and shower installation companies) should be aware of this and take precautions when doing preparation work and properly contain and cleanup any dust created.  Don’t forget to consider all OSHA regulations, if any lead is found on the property; during a renovation, remodeling or painting of any property.

    I would advise using lead-safe work practices if you disturb tile and create any dust.  Or have your local certified lead inspector or risk assessor use their XRF analyzer to check if the tile you are about to disturb has any harmful heavy metals.

    Essco Safety Check provided free XRF testing at Redmond Derby Days / Impact-Eco Event

    Redmond Derby Days is an annual event that is held in Redmond, Washington.   Typically, Redmond Derby Days is filled with bicycle races, food, games and events for children, this year for the first time in the history of this event, the city included an Impact-Eco event.   Local companies such as Puget Sound Energy, Cascade Water, the City of Redmond, Essco Safety Check and others shared in their environmental knowledge.

    Essco Safety Check provided free X-Ray Fluorescence (XRF) testing to anyone that wished to have their toys, ceramics, jewelry and other consumer products non-destructively tested for heavy metals such as lead, cadmium, arsenic and mercury.  Of the estimated 10,000 people that attended Redmond Derby Day, several hundred visited Essco Safety Check’s booth.

    In addition to just providing free XRF testing, Essco Safety Check provided a display of consumer products, that we have found over several years of providing testing, that have potentially harmful elements (lead, cadmium, arsenic and mercury) in them.  As well as, discussing these items, we provided insight into the “individual, the item and the relationship”; the relationship between people and their environment, and how knowledge of your environment can mitigate harm.

    Essco Safety Check also displayed and handed out brochures and publications from the EPA, Washington State Department of Ecology, Washington State Department of Health and King County Hazardous Waste Management.  We also spoke to several small business owners who are impacted by the Consumer Product Safety Improvement Act (CPSIA) and homeowners affected by EPAs Renovation, Repair and Painting (RRP) Rule

    Overall, we provided free testing to many local residents and those that did not bring items to be tested but were still interested in having something tested, we provided a coupon for free testing at our offices.  Of the items we did test for people, we found lead in jewelry warn by children, plates, coffee cups and other ceramics, in musical instruments, several toys and other consumer products.  Several of these items were also found to contain cadmium.  The highest amount of lead found was over 400,000 parts per million in some jewelry warn by a child.

    Another recall: Children’s jewelry contains high levels of cadmium

    On Monday, May 10th, 2010, the US Consumer Product Safety Commission (CPSC) issued a voluntary recall in cooperation with Claire’s Boutiques Inc., of Hoffman Estates, Ill.  A charm bracelet “Best Friends,” which are three bracelet sets with silver-colored chains and metal pendants contain words “Best,” “Friends” or “Forever” and a heart lock and key charms with different colored stones.

    These bracelets were recalled because they contain cadmium.  The CPSC did not specify how much cadmium was found in these bracelets.  There were approximately 19,000 units sold exclusively sold at Claire’s stores nationwide from February 2009 to January 2010 for about $12.  They were manufactured by Dae Yeon Industries Corporation of China.

    This recall is a continuing effect of the Consumer Product Safety Improvement Act (CPSIA) and an investigation that began back in 2009 with the Associated Press (AP) and data that was supplied to the AP by Essco Safety Check.  In October of 2009, Essco Safety Check presented data on consumer products and how much lead and cadmium were found in toys, ceramics, jewelry and other consumer products at the Northwest Children’s Environmental Health Forum.  This data had been collected with our proprietary software suite (to collect and analyze data) and by using X-Ray Fluorescence (XRF) Analyzers to test consumer products for moms and dads in their homes, as well as, for businesses selling children’s products.

    Over several months of data analysis and sharing, the Associated Press began their own investigations which lead to the first recall for cadmium found in children’s jewelry in January 2010.  Cadmium is a known toxicant and carcinogen; it can be very harmful to children.  This recall is the third that has been prompted by the AP’s reporting, and Essco Safety Check’s initial data.  No recall had ever been issued for cadmium in consumer products prior to this year.

    Claire’s and other retailers have begun to add testing procedures to ensure that their suppliers are testing for cadmium.  There are no total content standards set for cadmium in the CPSIA for children’s jewelry, unlike lead which has a limit of 300 parts per million (ppm).  In testing done by the Associated Press, their tests showed the bracelets from Claire’s contained up to 91% (910,000 ppm) of cadmium.

    Several states have begun to take action including California, Connecticut, Illinois and Washington (Washington State is not currently enforcing their regulation; the Consumer Product Safety Act (CPSA) has been superseded by the federal regulation do to interstate commerce).  The CPSC has also begun to screen imports of jewelry at the 10 largest ports in the United States by using X-Ray Fluorescence (XRF) Analyzers to look for heavy metals including cadmium. 

    Unfortunately, I’m fairly certain that this will not be the last recall we hear about cadmium or children’s products.  It can make one wonder why do we even permit lead, cadmium and other harmful elements or chemicals in products we use regularly, specifically products for children and pregnant women.  If you are concerned about any consumer products and would like them tested, Essco Safety Check will be participating in several different community events this summer.  Checkout our website for details.

    HTA Press Release: “We strongly urge both sides to work through their differences and move forward on this important reform of the CPSIA”

    House Energy and Commerce Sub-Committee hearing regarding the Consumer Product Safety Enhancement Act (CPSEA). HTA Founder and Vice President, Dan Marshall (Peapods Natural Toys -MN), Board member Jolie Fay (Skipping Hippos – OR) and Board member Randy Hertzler (euroSource – PA) traveled to DC to participate in this very important process.

    “The HTA has endorsed the Consumer Product Safety Enhancement Act”, Marshall stated during his testimony before the Sub-Committee. “The provisions of the bill which allow alternative testing methods for small batch manufacturers are imperative to the survival of our members.” Marshall went on to share various aspects of report language that would further serve to clarify Congress’ intentions with the amendment.

    In the few days since the hearing, however, Democrats and Republicans on the committee have signaled that they might not be willing to negotiate a bipartisan bill. “We strongly urge both sides to work through their differences and move forward on this important reform of the CPSIA,” said Jill Chuckas (Crafty Baby -CT), HTA Secretary. “The livelihoods of thousands of families hang in the balance.”

    In addition to testimony from the HTA, the Sub-Committee heard from representatives from Goodwill Industries, the National Association of Manufacturers (NAM), American Apparel and Footwear (AAFA), Motorcycle Industries, Consumers Federation of America (CFA) and Rick Woldenberg (Chairman, Learning Resources).

    Following opening statements, there was a question and answer period which focused around the difficulties of small batch manufacturers and specialty retailers to understand and comply with the CPSIA. “We were pleased to hear a series of questions surrounding harmonization with EN-71 which is of special concern to those in our membership who import product directly from the European Union,” stated Hertzler. “Dan (Marshall) had the opportunity to discuss this issue in depth.”

    HTA Board members also had the opportunity to visit with many of the House Committee members, as well as a number of members of the Senate Commerce Committee. “It was an incredibly busy few days, squeezing in as many legislative visits as possible,” Fay shared. Marshall added “Our focus was to share the HTA story and collective concerns with a large number of Congressional members, furthering our efforts to provide relief to small batch manufacturers, crafters and specialty retailers. It has been clear from the beginning that we were not the intended targets of this legislation, but unfortunately, our members have the most to lose. It is time to remedy these unintended consequences of the CPSIA.”

    The House Sub-committee will now decide whether or not to move forward with mark up and presentation of the Consumer Product Safety Enhancement Act (CPSEA), as the bill has been named, to the House floor. “Our focus now is to help this process proceed quickly,” Marshall continued. “It has been a very long road to common sense changes to the CPSIA. The Subcommittee members now need to openly discuss this bill, come to an agreement and move forward. The time for waiting is over. Congress needs to move swiftly to fix the issues with the CPSIA.”

    Owning an environmental testing company, I am fairly numb as to where I find certain heavy metals like lead.  However, today I must say I’m saddened to find lead and cadmium in toys I use to play with as a child and know that many of these toys are still around today, in homes with children.

    Over the weekend, I was contacted by a concerned mother of two beautiful boys; she wanted to make sure that the toys and items they would play with are free from environmental toxicants.   This morning she visited our office (Essco Safety Check) to have me test some items from lead using X-Ray Fluorescence (XRF) analyzers, however, I found more than just lead, I found cadmium too.

    The problem with today’s test is much like every other day, the randomness as to where I find, what I find.  Why does one figurine have lead or cadmium and another doesn’t?  It could be the coloring agents, or it could be involved in the making of plastic, or just a random element mixed in to the item during production.  But regardless, it is present and was found in some fairly high quantities.  

    Today I tested approximately 30 Star Wars figurines and found approximately half to contain lead or cadmium.  You should note that these Star Wars figurines I tested and found with lead or cadmium are from 1977, 1979 & 1980 (marked on each figurine), they are fairly old and were manufactured before particular regulations regarding lead.  But regardless of when they were manufactured, some of these figurines contain harmful heavy metals, making them toxic toys.

    Yoda contains approximately 1,800 PPM of cadmium, along with a Luke Skywalker figurine and Boba Fet figurine, while Lando Calrissian appears to have over 1% lead (over 10,000 PPM) in his vinyl cape.  Many other figurines had levels of cadmium ranging from 250 PPM to over 600 PPM. 

    What does all of this mean?  You should be aware that your children could have “hand-me-down” toys that could be considered toxic toys.

    Cadmium found in jewelry and other consumer products

    Last month, an investigation by the Associated Press found alarming high amounts of cadmium in children’s jewelry.  This investigation lead to a recall of children’s jewelry and further investigation by the Associated Press has found cadmium in adult jewelry as well.

    Considering that data that we have collected for over two years assisted with the initial investigation with the AP reporter, I thought I would look further into the data about cadmium and share this information. 

    The information is only about consumer products and was collected by using X-Ray Fluorescence (XRF) analyzers to look for a variety of heavy metals by using X-Rays to determine if elements are present or not present in virtually anything.  Over 8000 test results have been compiled.

    The data present in this article is looking at a total content for cadmium found at 40 Parts Per Million (PPM) or greater.  In 2008, Washington State passed the Children’s Safety Product Act (CSPA) which regulated lead and cadmium in total content (Lead at 90 PPM and Cadmium at 40 PPM) which are stricter standards than were established by the Consumer Product Safety Improvement Act (CPSIA).  Considering that total content of cadmium is not part of the federal regulation, and my company is based in Washington State, I have decided to use that number as my standard for this data.

    My desire is not to scare anyone with this information; I am just trying to provide some awareness.  Just because we find some harmful metals in everyday items does not mean that they are going to harm you, however, they are present and that means there is a potential for harm.  With knowledge and awareness you can mitigate harm.

    XRF analyzers provide awareness, fast, efficiently, accurately, non-destructively and very economically.

    During our testing we have found cadmium and lead in a variety of different substrates including; metal jewelry (necklaces, rings, pins and pendants), glass, plastics, ceramics (cups, plates and bowls), cooking equipment, furniture, toys, handbags and even personal care items.

    In total we have found 3.64% of all items tested appear to have cadmium.

    Age of the item also appears to make some difference.  In items that were brand new, we have found 2.75% of these items to have cadmium, yet used “older” items have approximately 4.88% cadmium.

    Children’s products in general have less cadmium than the average with 2.63% found with cadmium.

    Of all substrates tested the three with the highest percentages of items found with cadmium are ceramics, metals and glass. 

    Ceramics are typical items found in the kitchen environment; coffee cups, plates, dishes, cooking equipment and the like.  Of all ceramics tested we have found cadmium in 12.03% of these items. 

    Metal substrates refer mostly to jewelry, but some metals found with cadmium include pots and pans.  Of all metals tested we have found cadmium in 9.09% of these items.  However, two points standout when the data is further evaluated concerning metal.  The levels of cadmium found in these items appear to be much greater than other substrates and when we breakdown the results by age, children’s products appear to have a slightly higher average then overall metals.  I have seen cadmium over 10% in many of these items.

    Glass is typically found in two types of products, jewelry (beads) and kitchen items.  Although we find that glass as a substrate appears to have the most overall percentages found with cadmium of any one substrate, these levels appear to be much lower than jewelry.  Overall, with glass substrates tested we have found 30.68% to contain cadmium.

    Once again, I just wish to provide awareness, my goal is not to scare you!

    Please don’t go run to your kitchen and throw away your dishes and coffee cups.  With ceramics, the most important thing is the condition of the glaze.  If the glaze appears to be in good condition with no cracks, chips, blemishes, than you really shouldn’t worry.

    This was just a snap shot of cadmium found in the typical home, with typical consumer products, using XRF analyzers.

    If you know what is in your environment, you can mitigate harm.

    Our main reason to start our business (Essco Safety Check) in 2007 was to help moms and dads know about the products that they and their children interacted with at home.  Essentially, we wanted to make sure that our children and family members were not exposed to harmful toxicants.  Some things have changed with our business model; expanding to help businesses, industries and government, but our premise is still the same, knowledge and awareness.

    At this same time we started Essco Safety Check, my nephew who was not even one years old was found to have small amounts of lead in his blood.  We immediately became detectives and began searching for the source of his blood lead levels.  Having an X-Ray Fluorescence (XRF) analyzer was an extreme advantage, we were able to rapidly narrow down the potential culprits. 

    By using the XRF analyzer, my brother was capable of identifying one specific item which his body came in direct contact with.  The likely culprit of my nephew’s blood lead levels was a Bumbo seat (a polyurethane seat a baby can sit in on the floor and wiggle around in but not get out of), specifically a yellow Bumbo seat.  This one item contained approximately 2000 parts per million (PPM) of lead and my nephew would sit in it, in a diaper, and chew on the sides of the seat.

    With this knowledge we simply removed the yellow Bumbo seat from his use and a few months later he was retested for lead in his blood and no lead was found.

    All of this was occurring at the end of 2007 and at that time there was no legislation about lead in children’s products other than painted surfaces, so the yellow Bumbo seat was legal.  Bumbo seats are not painted; they appear to have an integrated coloring.

    By April of 2008, Washington State had passed a new law, the Children’s Safe Products Act (CPSA), which regulated lead and cadmium in total content (this regulation has been preempted by newer federal regulation).  And in August of 2008, then President Bush signed the Children’s Product Safety Improvement Act (CPSIA) in to law which regulated heavy metals in children’s products.  With this new regulation lead is regulated for both total content and soluble content, all other elements within the regulation have a soluble content limit standard (this standard is currently voluntary for most children’s products, the Bumbo seat falls into this category).

    In May of 2008 I met with a few U.S. Consumer Product Safety Commission (CPSC) personal to go over some test results from new retail product testing, and general consumer product findings from the typical home inspection.  This data included children’s products found with lead and cadmium, including some children’s jewelry items and the yellow Bumbo seat that was my nephews and contained lead.

    In July of 2008, there was a national recall issued by the CPSC for one item we informed the CPSC about, it contained high quantities of lead.

    I’m going to jump ahead to June of 2009.

    I was hired to do an inspection on a house boat in Seattle to specifically look for lead.  This family had a young child who was diagnosed with lead in his blood, not at the action level, but enough to be concerned.  While testing in their home, I was discussing my story of how we got started as a business, my nephew and the yellow Bumbo seat.  The couple said, “We have a yellow Bumbo seat.”  I said, “Then I think we’ve found your culprit for lead in your child.” 

    They immediately brought me the yellow Bumbo seat to test; I tested it feeling confident I had solved this case.

    Using an XRF analyzer I tested the yellow Bumbo seat.  No lead was found, however cadmium was found present in the yellow Bumbo seat.

    I suggested that they remove the yellow Bumbo seat from their child’s use and potentially have their child’s blood tested for cadmium.

    I must say that in over two years of testing consumer products, specifically Bumbo’s, I’ve think I have tested every color Bumbo that they make.  I can say, in all my testing, I’ve never seen lead or cadmium in any other color, except yellow!

    A few months ago, I began assisting an AP reporter with data for an investigation of cadmium in children’s jewelry, I shared the same with him as I shared with the CPSC the prior year.  During our discussions about children’s products and heavy metals we have found, the yellow Bumbo seat was talked about.  We even tried to purchase new yellow Bumbo seats, but were not able to find any new yellow Bumbo’s in any retail store.  The only place we found yellow Bumbo seats for sale was on Ebay.com and craigslist.com, but those are used items and the CPSC appears to truly be only concerned about regulations for new products.

    As a company, we have decided to offer free yellow Bumbo seat screening.  Recently we had a concerned mom stop by our office with her beautiful young child and her yellow Bumbo seat.  We tested her yellow Bumbo with our XRF analyzer and did not find lead, but we found cadmium at approximately 2350 PPM.

    Is it a coincidence that when lead became regulated, that cadmium was found in its place?  Cadmium is a very harmful toxicant and a known carcinogen, but it is not regulated in total content like lead. 

    I have tested approximately a dozen yellow Bumbo seats since we started our business, I’ve most likely tested hundreds of all Bumbo seat colors.  These tests were done mostly at community events or in people’s homes who have hired us to test the consumer products testing.  In each and every case when testing a yellow Bumbo seat, lead was found, except for the last two I have tested (both mentioned in this article) which were found with cadmium. 

    I’m definitely not here to say that all yellow Bumbo seats are made contain lead or cadmium, but everyone that I have tested has been found with one of these harmful elements.  The mom who recently visited me to test her yellow Bumbo was very concerned and wondered why no one has been informed of this? 

    I can only speculate about this, I have not spoken to the manufacturing company, but questions can easily be raised.  Did they know about the lead in their products?  Do they know about cadmium in their products currently?  Where are all the new yellow Bumbo seats?  Why can’t I find a new yellow Bumbo seat on the market?

    I unfortunately start to think about moral and ethical questions surrounding this entire situation as well.  Who is more important the shareholder or the consumer?  Is it better to pay a fine then change manufacturing procedures?   What are the social and economic impacts of these heavy metals that our children are exposed to?

    To my knowledge, no recall was ever issued for this specific item. 

    I want to emphasize a few key things.

    First, just because a consumer product that your child is exposed contains a heavy metal, does not mean that that heavy metal will harm your child.  But since that harmful element is present it may cause harm. Simple awareness can mitigate this harm.

    Second, I honestly do not know if it is just coincidence about the timing of the metals with the yellow Bumbo seat.  Technically, there is nothing illegal about the yellow Bumbo with cadmium.  But once again, it is a harmful element and to mitigate exposure, mitigates harm.

    Third, I am honestly just trying to bring some awareness to this situation.  As I have mentioned, I have tested a variety of Bumbo seat colors, in my experience I have never seen lead or cadmium in any color, other than yellow.  All of these tests were tested with XRF analyzers.
